The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Immense energy is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability enabled by current data. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely imported technology. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's essential dependence on external assistance – a need that European nations are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, persist.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through statements or actions, from assuming that the current condition will not change more in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
